The transmitter sends a signal to the antenna wire that marks the designated area. This signal is picked up by a collar with a receiver on the dog's neck. The wire only transmits a signal to the dog's collar; it is completely safe. The collar receives the signal on the dog's neck. When the dog approaches the wire (depending on the model, this can be from 30 cm to several meters), the collar emits a sound, and if the dog gets closer, it begins sending impulses at a certain level. The impulse is not meant to cause pain but only mild discomfort.
